That is a spawner they will spawn mobs whenever the developers fix it. But currently it is just a block.
That spawned is cave spider spawned and in mine craft would have spawned cave spiders the spider web around it tells you that it spawns some sort of spider.
Tho most likely the cave spider spawner will just spawn spiders. (Tho the spiders may spawn with the poison affect so that they duplicate the cave spiders poison attack)
And the only way to pick up a spawned is with silk touch II and scince you can't make it I would recommend that you mark the cordinants and go back when the spawn era work and farm spiders for their eyes and string

IK it doesn't exist but with mods and commands you can stack enchantments like haveing power XII the bow will now do the damage of power XII. The enchantment doesn't exist naturally but with commands you can force it into existence.
And before Judy yells at me yes I know that the link is just someone's suggestion but you can find other videos showing silk touch II or the commands for useing it
Builder, Silk Touch II would behave exactly the same as Silk Touch I because the enchantment has only one level of effect, and the effect can't really be amplified.

Yeah but commands can change that. You can use mine craft command blocks to do a lot of things. From add new blocks to rearangeing picsels of a block.
At the moment, this is only a rare decorative block that you can find or receive in the competition as a reward.

Builder, I'm pretty sure mob spawners are unobtainable unless you get them from an event. There is no such thing as silk touch II.
