The chest is probably from someone who was walking around in that area awhile ago and put that stuff all in a chest
the structure idk though if it is flat on top use it as a farm
But then again their is a saddle in their and it is a new feature so idk prolly still someone passing through.

Normally structures wouldn't give loot with durability-loss, and since those diamond leggings had been loosing durability, it's very likely that this is just loot from a player.
Some rare things are in treasures chests (like enchantment books, diamand horse armors etc)
