Is there a purpose to these blocks?

That's where a mob spawner would be at(as you're in a mineshaft, it likely was going to become a cave spider spawner), though since the game doesn't have the code, the Block ID values, or the textures for them as of yet, a placeholder update block replaces them, which do nothing, and only meant to replace an unknown Block ID value, or corrupt ID value with a valid, existing Block ID value.

 

Perhaps in the future they'll add mob spawners, and the update block would update into a mob spawner.

the purpose update monsters are basically the entity version of update blocks, but it seems to be for invalid entity values instead, which in most cases in the current game's situation is usually just item drops that don't load/render properly within an individual player's client (which is why one person would see it as an update monster, but to another it's actually just a regular bow or sand block drop that they can pick up). Any mobs that are still restricted to single player or still in development/unreleased in any form(for example the Nether mobs of WoC V3.1), very likely have have their spawning disabled, or don't have the code to naturally spawn in PoC worlds yet.
