For enchantment tables it is easy. You need to mine lapis lazuli and have around 100 coins to enchant the item of your choice. Choose an enchantment and then press the bottom button. For anvil I don't know.
For anvil,if your putting books on a weapon,put the weapon on the top square only.books go on the bottom square.for the enchanting table...just make sure there is nothing separating the ench table and bookshelves,make sure you have plenty of lapis,and coins
Also if the weapon has made enchantments or you attempt to put an enchantment that is incompatible with another it may remove the incompatible enchantment and replace it with the newer one.
I tried putting fortune on my axe and it replaced my silk touch enchantment.
