It shouldn't be, since I'm pretty sure that skeletons started wearing armor about the same time that zombies were able to, which was a few years ago.
Skeletons have been able to wear armor for a long time, but im pretty sure that mobs spawning with dyed armor is a new feature

I found a skeleton yesterday like this,but it was all leather armor and enchanted
Gold dyed torso with unbreaking II, confirmed.
I've seen them with enchanted bows
