Netherack is quite a weak block actually, Ghasts can explode it easier than dirt, and it's quite easy to mine with even your hand(though it can only be obtained if mined with at least a wooden pickaxe).
Prehaps those tools could be made with some sort of rare nether diamond ore something that generates deep in the Nether? :)
Nah I want the Nether Rack to be as hard as diamond.
