What do I put the sugar cane onto? And if dirt,do I have to use a hoe first?

Yes, over time a sugarcane plant will grow up to three blocks tall, destroy the top two blocks while leaving the bottom block of the sugarcane planted, and it'll eventually regrow the top two blocks again.
