Just keep killing zombies and they will eventually drop a carrot. Or you could buy a single carrot from the shop and farm it.
there is no shop in single player i kill 300 zombie but did not drop

Carrots can be dropped by zombie and spiders with a 2.5% chance according to the PoC wiki.

beasty, It is a possibility that the singleplayer mobs do not have their proper loot drops. I think you might have to settle with wheat and bread.
