If you want silk touch sometimes it doesn't appear with libraries only with the enchanting table alone that's how I was able to get silk touch on an iron pickaxe and after doing many enchantments
I'd say something like this is good. All the enchants I have right now are from this setup, that includes thorns, silk touch, infinity,fire aspect etc.

I’ve seen chest loot have iron pickaxe enchanted with silk touch 1 but I delete in inventory lol
