Why does it cost gems to switch between the two modes? Me and my friend like to do challenges on this game and it would be a lot easier to set them up in creative than switch to survival without spending gems.

Because some rare items that could be hard to find in survival mode are easy to get in the creative mode. To prevent people abuse it, we set a fee for a game mode change.
