That is ofcourse because they want to rest so they don't need to ask you whether they want to sit or not, they just sit.
Bruh try moving bases with 27 autositting dogs. Literally impossible, I made it about 20 blocks before i gave up and went back.
Only a certain amount of tamed mobs can stand, which was probably made to limit incidents like the spawn horses and dogs.
