It drops multiple for me, fortune 3 turned a stack and 15 diamonds into nearly 2 stacks and 32.

that means you will only get 2 diamonds. but it is a chance to get 2 diamonds instead of one. with fortune I you have an 80% chance of getting just 1 ore from the drop. if you have fortune III you have only a 40% chance of getting 1 ore. with fortune III you have a 20% chance of getting 2 times the normal drop amount, as well as 20% chance of getting 3 times the normal drop amount, as well as a 20% chance of getting 4 times the normal drop amount

Indeed, iron and gold ore are immune to the fortune enchantment since those ores drop themselves rather than an item.
I do like the auto-smelt enchantment idea, though it should be a bit of an uncommon enchantment to come by, similar to the rarity of the mending in MineCraft, since this auto-smelt enchantment would leave furnaces with a bit less of a practical use once you obtain this kind of enchantment.
