They had Bosnian,Croatian,Bulgarian,Romanian and other legions in the Balkans that have helped them. Plus they had support of the Italians,Japanese. Germans went to Africa to make 3 Africans join their ranks under the command of Erwin Rommel. So Germany was never outnumbered but Germans and their allies outnumbered the allies. Untill that Italy was defeated and Hitler attacked at winter and made a big mistake. If the Germans attacked after winter they would be a super power rn.
