Put the shield in the upper slot, that will probably work.
And for dyeing elytras, you have to put water in a cauldron, put any dye in it and click on it with the elytras.
The dye probably will work, ty, but i put the shield in both spots.
Well, It should work though, as per the circumstances.
Did you try using another shield or another enchantment?
