if they were added they would be for creative only
And for Singleplayer and Private maps only, since command blocks would be a disaster on the Official Survival and Creative Multiplayer Servers.
Also Command blocks have extremely complex mechanics and behaviors, more than really anything else in Default MineCraft so it's less likely to be added to PoC than any other existing MineCraft feature, unless they sacrifice it's complexity that makes command blocks special, and make it disappointingly limited in its abilities.

BlueTangs Rock3, I honestly feel like it'd be fine if the simpled it down. Most people will probably just use them to place blocks, spawn mobs, change the weather or time, or something else. I don't really feel the need for PoC to have it extremely complex.
Yeah it's only uses would probably be changing the weather the day or night cycle and maybe mob spawn. Lol someone gets a command block in multiplayer survival and hitches it up to a red stone circet and a switch and has it changing the day and night cycle every other second lol. Day... night... day... night... day... night... exetera

private maps, single player creative and survival
Gabriel N said that it is for private maps and is part of the creative inventory but when creating the map you can turn it off if you desire
